LNG FLSO Vessel and Onshore Terminal Feed Study

  • Client: Oando
  • Location: Port Lavaca, Texas

BACKGROUND

OSL were commissioned to provide part of a FEED design for the Lavaca Bay LNG project, in Port Lavaca, situated between Galveston and Corpus. This consisted of one permanently moored FLSO with multiple connections to the onshore natural gas grid in South Texas. The designs needed to incorporate the potential for expansion and the addition of a second FLSO over time for a total production capacity of up to 8 MTPA.

PROJECT OVERVIEW

The Lavaca Bay LNG Project was designed to provide a Floating Liquefaction, Storage and Offloading vessel (FLSO) and associated onshore terminal facilities to allow the treatment, liquefaction and export of liquefied natural gas via Liquefied Natural Gas Carriers (LNGCs).

KEY ASPECTS OF DELIVERY

The work involved the process and mechanical design for the gas systems up to the entry to the dehydration units.

Pipeline feeder system design

Compression System design

Jetty utilities and services design

Gas control Scheme for 9 pipelines at varying operating pressures

CLEVER THINKING

The gas reception system had to balance a number of different gas flows from the pipelines which operated at different pressures. The design utilised experience in multiple pipeline operation to ensure the flows remained constant. The control system had to compare the various pressures and flows to set the parameters for the compressor. A single pipeline was used to provide the compression system with a constant suction pressure and flow. The control system had to take into account the potential variations in

BENEFITS TO CLIENT

A control scheme that allowed the gas networks flow and pressure to be controlled in such a way to provide a constant feed rate to the liquefaction system. The output from the FEED provided sufficient technical back to support the FERC application and investment application.
